Another positive environmental impact is the effect of higher energy prices on consumer choices, similar to the US market trend toward more fuel-efficient cars. Texas utilities (such as Austin Energy) are also installing advanced electricity meters that may one day enable variable pricing based on the time of day. This would permit energy customers to save money by further tailoring their consumption based on whether it occurred during the peak demand period (high cost/high pollution) or the off-peak (night time).
The complaints filed against providers aren't a perfect mirror of the J.D. Power customer satisfactions scores. Just Energy, which earned only two J.D. Power Circles and earned the second-lowest score, had only 21 complaints recorded with the Public Utility Commission. But it's helpful to view these complaints in aggregate: Over 50 percent of the 1,119 total complaints fall under "billing" — another reason to seek out a provider with high customer satisfaction in that area in particular.
Recently, several retail electricity suppliers and brokers have begun incorporating the words “power to choose” in online advertising, web URLs, and web content that is indexed by search engines. This could skew the search results for consumers entering the term “power to choose,” directing them to websites run by brokers and suppliers rather than by the PUCT.
Another option you could choose for your power plan is a fixed-rate option. This plan structure allows you to pay a flat electricity rate throughout your contract term, allowing for price security from volatile market conditions. You even have the right to choose an electricity provider that offers long-term plan options. Some retail providers will allow you to lock in a rate for up to five years, giving you longstanding protection against changing market rates.

The price to beat seemed to accomplish its goal of attracting competitors to the market during the period through January 1, 2007. It allowed competitors to enter the market without allowing the incumbents to undercut them in price. It has also given energy consumers the ability to compare energy rates offered by different providers. The less-regulated providers undercut the price to beat by only a small margin given that they must balance lower prices (to attract customers and build market share) with higher prices (needed to reinvest in new power plants). Due to the small difference in competing prices and slow (yearly or so) "buying" process, price decrease due to competition was very slow, and it took a few years to offset the original increase by "traditional" electric providers and move to lower rates.
In Texas, the average household uses an average of 77 million Btu of electricity per year, which is approximately 14% less than the national average. Breaking these stats down even further shows us that electricity use in the average Texan home is 26% higher than the rest of the United States, however this isn’t much higher than several other states that are closest to Texas. When it comes to cost, the average total household bill per year is $1,801. This amount ranks amongst the highest across America, but other states that typically see soaring temperatures in the summer season aren’t far behind.

For instance, one 12-month plan from StarTex Power quotes 8.1 cents per kWh for 1,000 kWh a month and 8.8 cents for 2,000 kWh per month, but 12.1 cents for 500 kWh per month. Why the difference? Customers get $35 back each month if they pass 1,000 kWh of use, and another $15 back per month if they cross 2,000 kWh. In this case, using half as much electricity as your neighbor on the same plan wouldn’t get you half the bill.
Power to Choose is a program run by the Public Utility Commission of Texas. Its goal is to protect residents of the state from unfair energy costs and unregulated REPs, as well as develop a strong infrastructure. The program provides an easy to use, online tool that give residents of the state the opportunity to compare rates, plans and other energy options.  Keep in mind though, you really need to read the fine print if you decide to use Power to Choose (or any other service, for that matter).
